We are currently recruiting for an Expert in municipal finance and infrastructure financing on behalf our our client who are a leading Consultancy in Luxembourg. Working on behalf of a major financial institution you will be working on impactful projects that support urban development and sustainable investments. This is a contract opportunity for a 12 month project.
Key Responsibilities:
- Provide expertise in municipal financing strategies, including the review and preparation of city multi-annual investment plans.
- Evaluate financing approaches such as loans, municipal bonds, grant co-funding, private co-financing, and utility financing.
- Collaborate with a multidisciplinary team to deliver high-quality financial analysis and recommendations.
- Engage with various stakeholders, including municipalities, funding agencies, and project partners, ensuring effective communication and collaboration.
Experience Required:
- A degree in finance, economics, public administration, urban planning, or a related field.
- Minimum of 7 years of experience in municipal finance, infrastructure financing, project evaluation, or related areas.
- Proven experience in reviewing and/or preparing city multi-annual investment plans and financing strategies in at least 2 projects within the last 6 years.
- Experience with EU-funded projects or working with municipalities in the EU context is highly desirable.
- Strong analytical skills, with the ability to assess the appropriateness of financing strategies for Municipal Investment Plans or Infrastructure Projects.
- Comprehensive understanding of financial instruments, project management, and risk assessment.
- Deep understanding of EU regulations and guidelines related to municipal finance and infrastructure projects.
- Knowledge of EU funding mechanisms and procedures is essential.
- Proficiency in English is required; knowledge of other EU languages is considered an asset.
- Ability to work effectively in a multidisciplinary team, providing guidance on financial matters.
- Excellent communication and interpersonal skills to interact with stakeholders.
